With reference to the Colonial office letter of the

21st November (33804/34) in regard to inquiries made by

the Governor of Hong Kong in consequence of an explosion

in the Colony last May, I am directed by Secretary Sir

John Gilmour to forward the enclosed copies of a memorandum

which has been prepared in the Department for the con-

sideration of Secretary Sir Philip Cunliffe-Lister, and to

suggest that copies should be transmitted to the Governor

of Hong Kong.
